I am the National Advisor on searches across all UK police agencies in relation to Missing Persons, Kidnapping and Homicide. My role involves providing advice regarding missing, kidnapped or murdered people, using advanced search techniques and technologies. I participate in and re-analyze cases, providing advice and support in terms of search plans, strategies and resources. I have extensive experience both nationally and internationally in these types of cases. I am a Guest Professor
of Earth and Ocean Sciences at the University of Southampton.
When compiling this report, I drove and walked around the areas in question in Praia da Luz, during the night and during the day. I carried out reconnaissance flights using the Civil Protection helicopter. To prepare this report, I consulted
several colleagues and several experts in the field.<\/p>\n\n\n\n

This report only considers the possibility that Madeleine McCann was murdered and that her body was hidden in areas previously searched by the Police in Zone 1, around Praia da Luz. Other scenarios and others
Possibilities can, if requested, be considered and the subject of a new report.
Initial action On Friday, 20.07.2007, a request was made for assistance with advice at
of searches. As a result, the following terms of reference were produced.
Terms of reference intended to assist the Portuguese Judicial Police. <\/p>\n\n\n\n

1. Assist the Judiciary Police and the GNR in evaluating new areas, or previous areas, to be searched and give an opinion on the best methods and
means to ensure the non-existence or presence of hidden remains of
Madeleine McCann. <\/p>\n\n\n\n

2. Act as a “critical friend” to the employee responsible for planning and managing the

or suspension of the search. <\/p>\n\n\n\n

3. Provide assistance in developing model structures such as a scenario-based search to assist in identification-based search

provided. <\/p>\n\n\n\n

5. Where appropriate provide independent and impartial advice on positive and negative factors from specialist resources, available at Portugal or not, in the detection of bodies. 6. Provide assistance when making decisions, when requested, by testing and questioning statements made by people offering methods or devices
unorthodox to help locate Madeleine McCann.<\/p>\n\n\n\n

When appropriate and requested, provide assistance in terms of advice on procedures aimed at obtaining specialized non-Portuguese resources that are considered relevant and useful.
Searches carried out by the GNR in the seven days following the disappearance of
Madeleine McCann On Saturday, 21.07.2007, I met with Major Lu\u00eds Sequeira of the GNR of Portim\u00e3o,
who was the one who coordinated all the searches undertaken aimed at the physical search for
Madeleine McCann. Major Sequeira did not have any training or official accreditation in managing searches for missing persons. The agents who participated in the searches, except for the search and rescue team that came from Lisbon, did not have any training officer in search procedures. The teams available and mobilized by Major Sequeira came from the GNR, Civil Protection, Firefighters, Red Cross and PSP units. Each team was made up of around 10 people, having been involved in the
search for between 80 and 100 people. The searches were based on a search strategy based on the “rescue and recovery method” with a view to locating the missing girl alive or, if dead, not as a victim of crime. This search phase took seven days from the date of disappearance of M McCann.
The search was divided into 3 zones extending from Praia da Luz towards North. <\/p>\n\n\n\n

The first zone extended 3km towards national highway 125 in Espiche. Within this zone, sectors were delineated using the natural limits that exist and that include the entire village. The agents were informed and questioned, before and after the mobilizations, and reports of the activity were collected. Each sector was repeatedly searched, on three different occasions, over the seven days, using agents who carried out search lines and were supported by tracking dogs. The following zone, Zone 2, extended within a radius of 7 km to the limit of the N120 road in Bensafrim. Since the sectors were larger and to support the search lines, 2 GNR agents were deployed on motorbikes and 6 GNR agents on horseback. These sectors were all searched on two different occasions throughout the year. period of 7 days. The outer zone, Zone 3, extended for 15 km to the Odi\u00e1xere Dam, a lake limited by a dam. This area is located in a mountainous region subject to sudden forest fires. Therefore, firefighters who continually patrol the area and who have local knowledge were tasked with traveling the trails and visiting abandoned properties in search of the missing girl. Return to investigating previously searched areas When considering the two scenarios, of Madeleine McCann having been murdered and her body abandoned by a person on foot or in a car, I reflected on the areas that make up zone 1 and that were previously targeted search or subject to analysis forensics.<\/p>\n\n\n\n

Mark Warner Nursery in Praia da Luz This is the place where it was confirmed that Madeleine McCann was last seen by someone other than a member of her family. Although this location was part of the initial search area, a new search using advanced methods of detecting human remains may well be useful. The McCanns’ apartment <\/strong><\/p>\n\n\n\n

The apartment where the McCanns stayed could present new search opportunities. Using an EVRD (Enhanced Victim Recovery Dog) specialist Advanced Detection of Deadly Victims) and a CSI dog (dog capable of detecting blood human) could probably indicate whether there is Madeleine’s blood on the property or whether the odor of a corpse is present. Murat’s house and garden<\/strong> <\/p>\n\n\n\n

The property was the subject of forensic examinations aimed at discovering any remains on the surface, however a new search by a totally invasive specialist, to the house and gardens to rule out the presence of Madeleine McCann. A method previously used in similar cases provided the following means. <\/p>\n\n\n\n

Murat’s vehicles<\/strong> <\/p>\n\n\n\n

All the vehicles Murat had access to were subject to forensic examinations in order to collect any traces on the surface, however a search could be useful complete by EVRD and CSI dogs. These may be able to detect whether a <\/p>\n\n\n\n

corpse was transported in one of the vehicles for intelligence purposes or to detect deposits of human blood that can be collected and analyzed in a laboratory to compare with Madeleine McCann’s blood.
Open area to the east of Praia da Luz <\/strong><\/p>\n\n\n\n

This open area is located between the urban limits of the village and the Boavista golf club to the East and comprises a plateau where a trigonometric point and a cell phone antenna. This area was previously the subject of searches by agents and dogs who covered the entire area looking for visible remains of Madeleine McCann. However, considering the new scenario of homicide and concealment, this area provides many opportunities to dispose of a body. In this area there are old abandoned properties, wells, thick vegetation, small scattered areas of soft sand and natural fissures in the cliffs. Although there is no intelligence that she was buried or hidden in this area, this would be a place that a person committing a crime would
would probably choose, close to the village using the principle of least effort. Consequently, a new search of this area using a team of trained casualty detection dogs (VRD) could be considered an appropriate response. specially trained to locate hidden human remains. <\/p>\n\n\n\n

Before beginning this task it would be useful to consult a forensic anthropologist, with knowledge of this region of Portugal, to give us an opinion on the likely condition of any remains that may be found. It could also be carried out a careful investigation into the natural scavenging predators of the area. <\/p>\n\n\n\n

An inhibiting factor is the fact that since the child’s disappearance, an old empty house adjacent to the Trigonometric Point in Rocha Negra has been demolished and all its gravel has been removed, which means that if it has been hidden within this property, the search will be unlikely to detect it now.<\/p>\n\n\n\n

    Praia da Luz Beach and coastline The beach and coastline are delimited by high cliffs and shallow waters. The beach is made up of fine-grained sand, which makes digging easier. However, the beach is heavily used by tourists and locals, which provides minimal areas of coverage for concealment purposes. It may be considered

The cost of traveling for the dogs and their trainers is expected to be around 2750 euros. The costs of a geophysical search team to carry out the search of the house and Murat’s garden were not available at the time of writing this report.     On the high seas<\/strong> <\/p>\n\n\n\n

    Under normal circumstances, the sea would be an immediate attraction for anyone committing a crime as it is an easy way to dispose of the body and, as such, should be
    considered. The searches of the coastline were carried out by the Maritime Police and the Coast Guard. They searched the sea for any body floating at the surface and checked the
    coves and caves. It may be considered appropriate to carry out a detailed study of the tidal currents and sea movements in this region and calculate where a body could go if it enters certain points. It was observed that the sea appears shallow in the area of the coastline in question, which could be an inhibiting factor.

This would be a proportionate and appropriate response taking into account the length of time that has passed since her disappearance and previous experiences in similar cases. Determining how gases\/body odors migrate depends on geological, geomorphological and hydrogeological conditions and knowledge of the location where the victim was left. Factors such as the surface and path of groundwater flows, drainage, topography, runoff, precipitation rates, soil permeability and hydrogeological and rocky substratum domains, location of infiltrations and springs need to be determined if it is to be established the forms of migration of gases\/human remains. The duration of the odor does not affect the odor movement process, however it will affect the concentration as well as the level of decomposition. Body odors can be
