profile

I am the National Advisor on searches across all UK police agencies in relation to Missing Persons, Kidnapping and Homicide. My role involves providing advice regarding missing, kidnapped or murdered people, using advanced search techniques and technologies. I participate in and re-analyze cases, providing advice and support in terms of search plans, strategies and resources. I have extensive experience both nationally and internationally in these types of cases. I am a Guest Professor
of Earth and Ocean Sciences at the University of Southampton.
When compiling this report, I drove and walked around the areas in question in Praia da Luz, during the night and during the day. I carried out reconnaissance flights using the Civil Protection helicopter. To prepare this report, I consulted
several colleagues and several experts in the field.

This report only considers the possibility that Madeleine McCann was murdered and that her body was hidden in areas previously searched by the Police in Zone 1, around Praia da Luz. Other scenarios and others
Possibilities can, if requested, be considered and the subject of a new report.
Initial action On Friday, 20.07.2007, a request was made for assistance with advice at
of searches. As a result, the following terms of reference were produced.
Terms of reference intended to assist the Portuguese Judicial Police.

1. Assist the Judiciary Police and the GNR in evaluating new areas, or previous areas, to be searched and give an opinion on the best methods and
means to ensure the non-existence or presence of hidden remains of
Madeleine McCann.

2. Act as a “critical friend” to the employee responsible for planning and managing the
seeks and offers an immediate and lasting peer review until the case is resolved
or suspension of the search.

3. Provide assistance in developing model structures such as a scenario-based search to assist in identification-based search
of all the places where the body could have been dumped.

4. Consider new opportunities or search areas with a view to locating Madeleine McCann in accordance with the latest information and intelligence
provided.

5. Where appropriate provide independent and impartial advice on positive and negative factors from specialist resources, available at Portugal or not, in the detection of bodies. 6. Provide assistance when making decisions, when requested, by testing and questioning statements made by people offering methods or devices
unorthodox to help locate Madeleine McCann.

When appropriate and requested, provide assistance in terms of advice on procedures aimed at obtaining specialized non-Portuguese resources that are considered relevant and useful.
Searches carried out by the GNR in the seven days following the disappearance of
Madeleine McCann On Saturday, 21.07.2007, I met with Major Luís Sequeira of the GNR of Portimão,
who was the one who coordinated all the searches undertaken aimed at the physical search for
Madeleine McCann. Major Sequeira did not have any training or official accreditation in managing searches for missing persons. The agents who participated in the searches, except for the search and rescue team that came from Lisbon, did not have any training officer in search procedures. The teams available and mobilized by Major Sequeira came from the GNR, Civil Protection, Firefighters, Red Cross and PSP units. Each team was made up of around 10 people, having been involved in the
search for between 80 and 100 people. The searches were based on a search strategy based on the “rescue and recovery method” with a view to locating the missing girl alive or, if dead, not as a victim of crime. This search phase took seven days from the date of disappearance of M McCann.
The search was divided into 3 zones extending from Praia da Luz towards North.

The first zone extended 3km towards national highway 125 in Espiche. Within this zone, sectors were delineated using the natural limits that exist and that include the entire village. The agents were informed and questioned, before and after the mobilizations, and reports of the activity were collected. Each sector was repeatedly searched, on three different occasions, over the seven days, using agents who carried out search lines and were supported by tracking dogs. The following zone, Zone 2, extended within a radius of 7 km to the limit of the N120 road in Bensafrim. Since the sectors were larger and to support the search lines, 2 GNR agents were deployed on motorbikes and 6 GNR agents on horseback. These sectors were all searched on two different occasions throughout the year. period of 7 days. The outer zone, Zone 3, extended for 15 km to the Odiáxere Dam, a lake limited by a dam. This area is located in a mountainous region subject to sudden forest fires. Therefore, firefighters who continually patrol the area and who have local knowledge were tasked with traveling the trails and visiting abandoned properties in search of the missing girl. In addition, firefighters used a boat to visually inspect the surface waters of the lake.

Return to investigating previously searched areas When considering the two scenarios, of Madeleine McCann having been murdered and her body abandoned by a person on foot or in a car, I reflected on the areas that make up zone 1 and that were previously targeted search or subject to analysis forensics.

Mark Warner Nursery in Praia da Luz This is the place where it was confirmed that Madeleine McCann was last seen by someone other than a member of her family. Although this location was part of the initial search area, a new search using advanced methods of detecting human remains may well be useful. This will depend on the size of some exterior lands and hidden areas inside the building.

The McCanns’ apartment

The apartment where the McCanns stayed could present new search opportunities. Using an EVRD (Enhanced Victim Recovery Dog) specialist Advanced Detection of Deadly Victims) and a CSI dog (dog capable of detecting blood human) could probably indicate whether there is Madeleine’s blood on the property or whether the odor of a corpse is present. Regarding the odor of a corpse, if such an odor is indicated by the EVRS, and if no body is found, this may suggest that a body was on that property but has since been removed. This search process can be repeated in all apartments that they were occupied by friends who spent holidays with the McCann family.

Murat’s house and garden

The property was the subject of forensic examinations aimed at discovering any remains on the surface, however a new search by a totally invasive specialist, to the house and gardens to rule out the presence of Madeleine McCann. A method previously used in similar cases provided the following means.

• Mobilize the EVRD to search the house and garden to ensure that Madeleine McCann’s remains are not present. The dog can also indicate whether a body was kept there in the recent past and was then taken from the property, although this is not evidence but just information. intelligence.

• Mobilize the CSI dog to search the house in order to locate any human blood. This will support the forensic examination already carried out. An inhibitory factor will occur in areas where Luminol has been used.

• Mobilize geophysical instruments in the house and garden in order to detect if any body was buried or hidden in empty spaces. These specialists should be assisted by physical search teams that explore and access all areas where a child’s body can be hidden, normally 0.5 meters.

Murat’s vehicles

All the vehicles Murat had access to were subject to forensic examinations in order to collect any traces on the surface, however a search could be useful complete by EVRD and CSI dogs. These may be able to detect whether a

corpse was transported in one of the vehicles for intelligence purposes or to detect deposits of human blood that can be collected and analyzed in a laboratory to compare with Madeleine McCann’s blood.
Open area to the east of Praia da Luz

This open area is located between the urban limits of the village and the Boavista golf club to the East and comprises a plateau where a trigonometric point and a cell phone antenna. This area was previously the subject of searches by agents and dogs who covered the entire area looking for visible remains of Madeleine McCann. However, considering the new scenario of homicide and concealment, this area provides many opportunities to dispose of a body. In this area there are old abandoned properties, wells, thick vegetation, small scattered areas of soft sand and natural fissures in the cliffs. Although there is no intelligence that she was buried or hidden in this area, this would be a place that a person committing a crime would
would probably choose, close to the village using the principle of least effort. Consequently, a new search of this area using a team of trained casualty detection dogs (VRD) could be considered an appropriate response. specially trained to locate hidden human remains.

Before beginning this task it would be useful to consult a forensic anthropologist, with knowledge of this region of Portugal, to give us an opinion on the likely condition of any remains that may be found. It could also be carried out a careful investigation into the natural scavenging predators of the area.

An inhibiting factor is the fact that since the child’s disappearance, an old empty house adjacent to the Trigonometric Point in Rocha Negra has been demolished and all its gravel has been removed, which means that if it has been hidden within this property, the search will be unlikely to detect it now.

Praia da Luz Beach and coastline The beach and coastline are delimited by high cliffs and shallow waters. This would constitute a considerable expenditure in terms of time and costs and should
be considered in the absence of specific intelligence.
Duration of the search If all the means described were mobilized, it would be likely that all the means
complete their search within a week.
Costs
At this time, only the costs of EVRD and CSI are available. The daily cost of this team of dogs is 1000 euros. The cost of traveling for the dogs and their trainers is expected to be around 2750 euros. Veterinary costs: The United Kingdom and Portugal will have to cover the cost of the pet passport scheme worth €450. Accommodation, food and vehicle transport
will incur additional expenses. Costs for a team of VRD dogs to conduct an open area search are not available. Such a team could come from several European countries, or the USA, that have this capacity, including the United Kingdom. However, the UK is limited to teams whose dogs have “pet passports” due to UK restrictions in terms of quarantine. The costs of a geophysical search team to carry out the search of the house and Murat’s garden were not available at the time of writing this report. This may come from a commercial surveillance company, a university or the Portuguese armed forces. If not, you can inquire in the United Kingdom.

On the high seas

Under normal circumstances, the sea would be an immediate attraction for anyone committing a crime as it is an easy way to dispose of the body and, as such, should be
considered. The searches of the coastline were carried out by the Maritime Police and the Coast Guard. They searched the sea for any body floating at the surface and checked the
coves and caves. It may be considered appropriate to carry out a detailed study of the tidal currents and sea movements in this region and calculate where a body could go if it enters certain points. It was observed that the sea appears shallow in the area of the coastline in question, which could be an inhibiting factor.
for any criminal looking to dispose of a body.

General summary

This report drew attention to the existence of extensive and professional efforts undertaken by the Portuguese authorities with regard to the search to locate Madeleine McCann alive. We are now beginning to consider other opportunities for further searches of locations in view of the possibility that she was murdered and hidden nearby. This would be a proportionate and appropriate response taking into account the length of time that has passed since her disappearance and previous experiences in similar cases. If researchers wish to discuss and develop the questions raised in this initial assessment, I will be at your disposal. disposition.

ANNEX DOGS TRAINED TO DETECT VICTIMS DEADLY AND GPR

This chapter describes the training and capabilities of fatality detection dogs (VRD), advanced casualty detection trained dogs (EVRD) andof Geo-radar (GPR).

DOGS TRAINED TO DETECT DEADLY VICTIMS

Media profile in terms of searches. Casualty detection dogs (VRD) are also known as body detection dogs or dead body detection dogs. They are used in many countries to help police locate hidden human remains. In the United Kingdom, they are
used police dogs that are trained and licensed based on a national standard. In the United Kingdom, pig carcasses are used to train dogs, as the use of human corpses is not authorized. This is an established training method that allows dogs to successfully detect human remains in cases of operational.

Advanced Training to Obtain an EVRD

Training a VRD provides an emergency response using Ivan Pavlov’s theory of producing a conditioned reflex, in this case barking, in the presence of detection of human/human flesh, bone, body fluids and blood. decomposing pigs. The dog will bark regardless of whether or not it can reach the source of the odor. The advantage of this reflex is that the dog will respond whenever the target odor is present. This allows the dog to be used in research,
assisting experts in other areas, such as geophysics.

An EVRD dog received additional training on human cadavers that were buried or submerged. This happened in America with the help of the FBI in University of Tennessee. The dog odor detection threshold is greatly improved. In operational mobilization and training, the dog successfully detects human remains, body fluids and blood at cellular levels that can be recovered through low-level analysis. copy number in forensic laboratories.
EVRD’s proven ability is to: Search to locate very small samples of human remains, fluids
bodies and blood in any environment or terrain. Identify bodies buried underground at a depth of approximately one meter below the surface of the ground, depending on the permeability of the soil in terms of smell. This depth increases substantially when “holes are opened”
on the ground before moving to the site. Locate and alert to cross-contamination through a cadaver. This is particularly important when a dog is used to participate in searches where the discovery of a corpse has triggered the investigation. The dog can locate secondary deposit sites as well as any areas of contamination, e.g. parts of vehicles used to transport the body.
The formation, storage and migration of natural gases and body odors Gases resulting from the decomposition of human remains can dissolve in groundwater depending on the pressure, temperature or concentration of other gases or minerals in the water. Can dissolved gases be advected? across groundwater and only when the pressure decreases and the solubility limit of the gas in the groundwater is increased, is that these produce the solution and form a phase different gas. The “odor” (mixture of gases) resulting from decomposing organic remains can move through the rocky substrate by diffusion, which is relatively slow, however if the rocky substrate is fractured (e.g. bedding planes, diaclases and faults) the speed of diffusion increases. Gases and odors resulting from decomposing organic remains also migrate through rocks via intergranular permeability or, more specifically, along discontinuities. Hydrostatic pressure caused by groundwater flows can also
influence emissions of organic gases/odors. Determining how gases/body odors migrate depends on geological, geomorphological and hydrogeological conditions and knowledge of the location where the victim was left. Factors such as the surface and path of groundwater flows, drainage, topography, runoff, precipitation rates, soil permeability and hydrogeological and rocky substratum domains, location of infiltrations and springs need to be determined if it is to be established the forms of migration of gases/human remains. The duration of the odor does not affect the odor movement process, however it will affect the concentration as well as the level of decomposition. Body odors can be
transported through “leaching plumes” to emerge at the soil surface. Figure 61 Schematic Illustration shows the influence of groundwater flows and the migration of body odors, which can be transported from the place where it is located.
buried the body, like a leaching plume, to emerge on the sides.

Geo-radar (GPR)

This consists of a radar antenna that transmits electromagnetic energy in the form of pulses at frequencies between 25 MHz and 1 GHz. The pulses are partially reflected through subsurface geological structures, captured via a receiving antenna and recorded as a travel time record continuous bidirectional, which is presented as a pseudo-geological log section. The vertical depth scale of this section can be calibrated from measured bidirectional travel times of reflected occurrences using
appropriate speed of the electromagnetic impulse through the ground. The depth of penetration achieved by the radar pulse depends on the frequency andsoil conductivity. When used, the equipment has the advantage of detecting anomalies in the soil, being especially effective through sand and concrete. However, it is limited to rough terrain or areas where there is an abnormally rich environment, such as areas forestry. This equipment, although it can be found without much effort in the commercial surveillance industry and in the geophysics departments of universities, requires the intervention of an expert to interpret the images to detect the location at hand.dig.

Index Vol 8

[234
606,235,602
post-13163","post","type-post","status-publish","format-standard","hentry","category-pj-files","tag-mark-harrison","tag-pj-files","tag-process-vol-8
["GET
